Health System Strengthening Resource Centre (HSSRC) is meant to support the current approved structure of the The President’s Office Regional Administration and Local Government (PO-RALG).
PO-RALG is the custodian of the coordination of HSSRC through the Department of Health, Social Welfare and Nutrition services (DHS). As deemed necessary and based on competence required other Departments within and outside PO-RALG will be involved to facilitate the smooth running of the Resource centre.
An appointed person from the Department of Health, Social Welfare and Nutrition services (DHS) at Po-RALG with a support from the Resource Centre Secretariat will coordinate the Resource Centre on daily basis and report to the Director of Health, Social Welfare and Nutrition services. The overall coordination and logistics management will be done by the Po-RALG according to the matrix of the implementation and work plan. In the spirit of PPP promotion, the center shall work in collaboration with other actors and experts from within PORALG, MOHCDGEC and other institutions depending on the nature of activity related to Health System Strengthening.
PO-RALG will liaise with the MOHCDGEC, Ministry of Finance and Planning, President’s Office Public Service Management (Po-PSM) and other stakeholders to acquire all the necessary inputs to the execution of the activities of Resource Centre. All stakeholders will be briefed regularly through management meetings and consultation.
Po-RALG shall solicit financial and technical support from the implementing partners to ensure success in the execution of activities within the HSSRC based on agreed terms of reference.
Financial management in the Resource Centre will use existing accounting system, accounting standards, auditing and financial reporting practiced in Po-RALG following Government of Tanzania Rules and Regulations.
At operation level HSSRC will be led by an appointed person from the Department of Health, Social Welfare and Nutrition services (DHS) at Po-RALG with a support from the Resource Centre Secretariat. This Team will form an Operational Management Team that will report to an Executive Management Team that will include the Deputy Permanent Secretary-Health (DPS-H), Director of Health, Social Welfare and Nutrition services (DHS), Director of Information, Communication and Technology (DICT) and the Assistant Director for Health Services at PO-RALG (ADHS).
