Dr James Tumaini Kengia works at the President’s Office Regional Administration and Local Government (Po-RALG) as a Coordinator for Regional Health Management Teams, Health System Strenghthening Resource Centre, Emergency Medical Services and Research & Publication.
He is an experienced Public Health Specialist with a demonstrated history of working in the hospital & health system. He has a Medical background (Doctor of Dental Surgery Degree), with also an MBA for Medical Doctors (Health Care Management) from University of Applied Science Neu-Ulm, Germany, and a PhD in Public Health Leadership major in Health Care Economics from Tokyo Medical and Dental University-Japan.
He has also worked as a member of Regional Referral Hospital Management Team, Regional Health Management Team, Ag. Regional Medical Officer for Mwanza region and Principal Investigator/Director for Mwanza HIV/AIDS services improvement project (MHASI). While working in Regional Referral Hospital Management Team (RRHMT),Regional Health Managent Team (RHMT) and Po-RALG, he has been involved in Planning, Coordination, Supportive supervision, Monitoring and Evaluation of health and social welfare services.
Dr Ezekiel Mpuya works at the resource center as a management support and a liaison officer (MSO) between the Government and HPSS project. In Collaboration with the Resource Centre management team (secretariat), he is responsible for facilitating planning and coordination of activities related to health systems strengthening conducted through the resource Centre. He works with HPSS team in collaboration with PORALG, MOHCDGEC, and other partners through various working sessions facilitating experience and information sharing, bringing convergence of innovations for subsequent national roll out.
He is a public health specialist and a medical doctor who has long working experience as a Regional Medical Officer (1999 to 2015) and District Medical Officer (1987- 1999). After his retirement from public service he joined HPSS project as management support officer to the resource Centre. He has good experience in working with stake holders and development partner organizations engaged in health systems improvement programs and projects.
Professionally he holds a master’s degree in public health management and Doctor of Medicine. He has attended many other managerial courses such as Strategic planning and programs assessment, Population programs, Decentralized Public Health service management; Health systems and quality improvement management; Leadership ethics and change management just to mention a few.
Through the resource Centre more collaboration arrangements are envisaged for conducting joint technical working group sessions, researches and trainings which aims at health system strengthening.
Peter Dickson Ngallya works at the President’s Office Regional Administration and Local Government (PO-RALG) as an Information and Communication Technology Officer (ICTO), also working close with the Health System Strenghthening Resource Centre as a member of secretariat by providing a technical support to all ICT based issues. Before working at PO-RALG Headquarter, he was a secondary school teacher with (Diploma in Secondary Education-Morogoro Teachers College) teaching Physics and Mathematics at Kondoa District Council August 2006 - June 2017.
Currently, he is experienced in Systems development and paticipated in the development of Facility Financial Accounting and Reporting System (FFARS), Government Website Framework (GWF) and other small system development projects.

Mr. Atley John Kuni Utonga, a distinguished scholar, chartered Public Relation Officer at President’s Office, Regional Administrative and Local Governments Ministry in Tanzania, is an Organizing Fellow of the Local Government Authorities’ Website manual and trainer for the Information Officers in all 26 Regions of Tanzania. He further participated in preparation of video manual regarding the governmental ICT systems such as Epicor, BEMIS, PLANREP, OTEAS and FFARS which have been frequently used in Local Government Authorities.
Mr. Kuni is a chief administrator of all online media of the Ministry such as website, blog and Instagram since 2017. He is a co-organizer of the ICT system’s newsletter which is released by the Ministry after every three months. He participated in several key ICT Forums organized by e-Government on behalf of the Government of Tanzania, with regard of gaining ICT knowledge.
Mr. Kuni is a key coordinator in ICT department and Communication Unity of the Ministry and the Government as a whole. He has been working very close with outstanding performance in the Public Sectors Strengthening Systems (PS3) Project since 2015 where he participate in different activities including production of online content particularly in ICT Stories.
Mr. Kuni (2012-2017) was working at the Regional Secretariat Office, Mwanza as a Regional Public Relation Officer. With outstanding performance he achieved to manage and control the Regional Website, tweeter, Blog and YouTube pages. He ensured the good image of the Organization is maintained and protected. He also managed to create mutual understanding between internal and external public, as well as to familiarize and harmonize all media industries in and out of the Region. In the same office, at different time, Mr. Kuni worked as Office Supervisor (2004 – 2008) and Record Management Assistant (2000 – 2004).
Mr. Kuni (2009 – 2011) was working as Depute Private Secretary to RC at Regional Commissioner’s Office - Mwanza, of which he was a first line attendant to all Regional Commissioner’s visitors. He involved in speech writing and cast out all correspondences from the Regional Commissioner to the visitors. Mr. Kuni was a Photographer (University News Paper) consultant at MC2 Times (2009 – 2010) and Radio Producer and Presenter consultant at SAUT FM. 96.1 (2008 – 2011). He is a member of BPRA (2009 – to date).
Mr. Kuni holds Bachelor degree of Arts in Mass Communications (Public Relations) from St. Augustine University of Tanzania (2008 - 2011). He completed with an outstanding performance the research work on examination of Public Relations Training Institutions in Tanzania and the use of Internet, as a partial fulfillment of his Bachelor degree. He is fluent in English and Kiswahili.
Mr. Kuni is skilled with several computer program such as Microsoft packages, Internet and mailing, Photoshop and Website design and Page Maker. He also involved in different professional program like discussion, news bulletin and, magazine and documentary production programs.
